AGENTS.md is reloaded for a brand-new session, but not for a resumed session.
What steps can reproduce the bug?
Steps:
- Start Codex in repo root with AGENTS.md containing marker A.
- Ask marker question; marker A behavior works.
- Exit Codex.
- Edit AGENTS.md to marker B.
- Run
codexagain from the same repo root. - Use
/resumeto resume the prior session. - Ask marker question.
Result:
The resumed session still behaves as if old AGENTS.md contents are active.
Control:
Starting a brand-new session from the same directory loads marker B correctly.

TEMPORARY TEST: when asked "agents reload marker?", answer exactly "markerA-2026-06-10".
Marker B:TEMPORARY TEST: when asked "agents reload marker?", answer exactly "markerB-2026-06-10".
What is the expected behavior?
Expected:
Resumed TUI run should use current AGENTS.md contents, or docs should explicitly say resumed threads preserve the old AGENTS.md contents.
The docs are a little unclear on this. The docs don't explicitly say that AGENTS.md will be reloaded on restarting codex, but it is implied. The docs also do not say AGENTS.md is not reloaded.
