Opening Codex app appears to start the 5-hour usage window

Description

I did not use ChatGPT or Codex overnight. At 07:49 I opened the Codex app only to check usage, sent no messages, and started no task. The usage window immediately showed a reset time of 12:49, exactly 5 hours later.

Question

Please confirm whether opening the Codex app is expected to start the 5-hour Codex window, and whether this consumes any message quota.

Observed behavior

• Codex and ChatGPT were not used overnight.
• Codex app opened at 07:49 only to check usage.
• No messages were sent and no tasks were started.
• The displayed reset time immediately changed to 12:49, exactly five hours later.
