Opening Codex app appears to start the 5-hour usage window

What issue are you seeing?

I did not use ChatGPT or Codex overnight. At 07:49 I opened the Codex app only to check usage. I sent no messages and started no task. The usage window immediately showed a reset time of 12:49, exactly five hours later.

Please confirm whether opening the Codex app is expected to start the five-hour Codex usage window, and whether opening the app without sending a message or starting a task consumes any message quota.

What steps can reproduce the bug?

  1. Do not use ChatGPT or Codex overnight.
  2. Open the Codex app only to view usage information.
  3. Do not send any messages or start any tasks.
  4. Observe the usage-window reset time.

Observed result: After opening the app at 07:49, the reset time immediately displayed as 12:49, exactly five hours later.

What is the expected behavior?

Merely opening the Codex app to inspect usage should not start a new five-hour usage window or consume message quota. If opening the app is expected to initialize the window without consuming quota, the UI or documentation should make that behavior clear.

Additional information

No messages were sent and no Codex tasks were started during this observation.
