Codex update breaks control plugins and repair consumes user quota

What issue are you seeing?

This is a Codex update regression. The repair process should not consume my quota.

Codex breaks my computer-control plugin and browser-control plugin after every update. I have to ask Codex to repair them each time, and the repair process consumes my usage quota very quickly. This is not user code work; it is recovery from a Codex update regression. Please treat this as a product bug and either prevent plugin breakage after updates or provide a quota-free repair/recovery path.
Update Codex
Launch computer-control plugin / browser-control plugin
Plugin fails
Ask Codex to repair
Quota is consumed rapidly

What steps can reproduce the bug?

  1. Start with a working Codex installation where the computer-control plugin and browser-control plugin are functioning normally.
  1. Update Codex to the latest version.
  1. Restart Codex / reopen the IDE or terminal.
  1. Try to use the computer-control plugin.
  1. Try to use the browser-control plugin.
  1. Observe that both plugins fail to start or no longer work after the update.
  1. Ask Codex to repair or restore the broken plugins.
  1. Observe that the repair process consumes my usage quota quickly, even though the issue was caused by the Codex update.

What is the expected behavior?
