The delay happens before the model request starts.
Tracing showed tool_suggest reading local curated plugin details/skills for 173 plugins, while only 14 suggestions were returned.
A local patch that skipped non-fallback plugin detail reads when no app connectors were configured reduced the run from ~21s to ~7s. Disabling tool_suggest removes the delay.
