Allow Linux users to redeem banked Codex rate-limit resets from the web or CLI

What variant of Codex are you using?

CLI

What feature would you like to see?

Please add a way for Linux users to view and redeem banked Codex rate-limit resets, either from Codex CLI or from a Codex web usage/settings page.

Additional information

Banked resets currently appear to be exposed through the Codex app UI, but the Codex desktop app is not available on Linux. Since Linux users generally rely on Codex CLI, there should be a non-desktop-app way to use this feature.

A web implementation would be fine. For example, the reset could be shown and redeemed from a Codex usage/settings page such as:

https://chatgpt.com/codex/cloud/settings/analytics

A CLI implementation would also work, for example through /limits, /usage, or a new command.

At least as of Codex CLI 0.139.0, there's no option to view or redeem banked resets.
