Bug: Related skills remain enabled after disabling an app

What issue are you seeing?

When I disable an app in Plugins > Manage > Apps page, the related skills are not disabled at the same time.

What steps can reproduce the bug?

1. Open Codex app
2. Go to Plugins > Manage > Apps.
3. Select an app that has enabled skills.
4. Disable the app.
5. Check the status of the related skills. They remain enabled.

What is the expected behavior?

The related skills should be automatically disabled when the parent app is disabled.
