Codex Desktop: first message in a new chat window takes several minutes to send

When opening a new chat window/conversation in Codex Desktop, the first message does not send promptly. After pressing send for the first message in the new chat, the app appears to wait or hang for several minutes before the message is successfully sent.

This appears to be specific to the initial send in a newly opened chat window.

What steps can reproduce the bug?

1. Open Codex Desktop.
2. Open a new chat window / new conversation.
3. Type a message as the first message in that new chat.
4. Press send.
5. Observe that the message does not send successfully until after waiting several minutes.
