What steps can reproduce the bug?

What is the expected behavior?
Codex should allow me to continue using the IDE extension when /status shows remaining 5h and 7d quota. It should use the configured/selected gpt-5.5 model and should not block the session with a usage-limit message or route to an unsupported gpt-5.3-codex-spark model.
