I can reproduce the same issue on a newer Codex Windows app build.

Environment

• OS: Microsoft Windows NT 10.0.19045.0

• Built-in image generation only; no API fallback

Observed behavior

The same task successfully used the built-in image generator earlier. Later, the imagegen skill remained installed and its SKILL.md loaded successfully, but the executable built-in tool was no longer mounted:

• typeof tools.image_gen__imagegen === "undefined"
• No image_gen entry appears in the task's available tool list

Restarting the Codex app did not restore it. Creating a new task also reproduced the missing tool.

Expected behavior

For an eligible plan/workspace, invoking $imagegen should expose the documented built-in image_gen tool so the image workflow can run without an API key.

Because the original task used built-in image generation successfully before the tool disappeared, this appears to be a tool provisioning/mounting regression rather than a missing skill.

I can reproduce this on the current unified ChatGPT/Codex macOS desktop app, and I have a controlled working/broken client-version comparison.

Environment

• Bundled Codex CLI: 0.146.0-alpha.9.2
• Authentication: ChatGPT account login
• No OPENAI_API_KEY configured or required
• codex features list reports: image_generation stable true

Regression evidence

The same account and model successfully used the hosted built-in image_gen tool in multiple desktop tasks while the app bundled Codex CLI 0.146.0-alpha.3.1. I found 77 successful native imagegen calls across 7 tasks, with the latest successful generated PNG on 2026-07-30.

After the desktop app updated to bundled CLI 0.146.0-alpha.9.2 (observed from 2026-07-31 onward), new tasks no longer receive any image_gen / image_generation tool in their advertised tool list. The imagegen skill still exists and loads, but there is no hosted image tool to call. Reinstalling the current desktop DMG does not help because it installs the same build.

Controlled rollback test

I downloaded the official 0.146.0-alpha.3.1 Codex release into an isolated directory without modifying the signed desktop app. Using the same ChatGPT login, model, local config, and image_generation=true, that older CLI immediately received the built-in image_gen tool and generated a new 16:9 PNG successfully without an API key.

Switching back to the current bundled 0.146.0-alpha.9.2 reproduces the missing-tool state.

This strongly points to a desktop/app-server tool assembly regression or a client/server capability-catalog mismatch introduced between 0.146.0-alpha.3.1 and 0.146.0-alpha.9.2, rather than a skill, API key, quota, installation, or local feature-flag issue.

Expected behavior

For an eligible ChatGPT-authenticated desktop session with image_generation=true, invoking $imagegen should mount and expose the documented hosted image_gen tool.

Please let me know if a redacted diagnostic bundle or session IDs would help; I have preserved the working and failing local session records.

Confirmed evidence

• The bundled imagegen skill is installed and loads normally.
• The outgoing task tool array omits image_gen entirely, so failure occurs before any image-generation request.
• Regular ChatGPT ImageGen works for the same Pro account.
• No local feature flag disables image generation, and the project is trusted.
• After decoding the local auth JWT payload locally (no token or account identifier shared), both the ID-token and access-token claims report chatgpt_plan_type=free. The cached subscription fields are inactive/null, despite the actual account being Pro. The cached authentication was last refreshed on 2026-07-23.

This confirms the same stale cached-plan gating behavior described in #35923, now in the Windows desktop app with a project workspace. Reinstallation, app restart, package re-registration, and creating a new project task did not restore the tool. Codex should refresh/reconcile the authoritative plan before suppressing hosted tools, or surface a re-authentication diagnostic instead of silently falling back to an API-key workflow.

I’m on ChatGPT Desktop 26.727.6591.0 on Windows. The ImageGen skill is present, but image_gen is absent from the active tool list. I cleared .codex\.auth_cache, forced fresh authentication, restarted the app, and created a fresh session; the tool remains unavailable. The imagegen-0-143-0 fallback works but is slow. This appears consistent with the stale-plan gating issue described in #35923.
