What issue are you seeing?

• Start up Codex CLI via codex
• Presented with 3 options to sign in
• Choose 1. Sign in with ChatGPT
• An auth window pops up at: https://auth.openai.com/choose-an-account
• Choose my account
• Navigated to the Sign in to Codex with ChatGPT page
• Click "Continue"
• Browser navigates to: http://localhost:1455/auth/callback?code=<a-bunch-of-random-stuff> which cannot be reached

What steps can reproduce the bug?

Try to sign in with a brand new installation of Codex CLI on WSL.

What is the expected behavior?

Sign-in completes successfully. (It worked in a previous version)
