Codex refusing to honour Pro plan upgrade mid-session, locks users out against incorrect rate limits

What issue are you seeing?

I upgraded my subscription during a long-running session to avoid hitting my usage limits. The session completed successfully but my very next message was blocked by the original rate-limit cooldown. The limiter continued to enforce the pre-upgrade block time, suggesting the subscription upgrade updated my entitlement state but did not clear or recompute the existing rate-limit lockout.

What is the expected behavior?

Measure rate limit enforcement against the current state of the user's subscription, not the state they started the session with.
