Support annotations on image previews

What feature would you like to see?

Please support annotations on image previews, similar to the existing in-app browser annotation mode.

Codex can already generate and edit visual assets through imagegen, and the app can already preview generated images and screenshots. When iterating on assets, it would be useful to click or drag on regions of an image preview, add short notes, and send those annotations back into the composer.

This would make visual feedback much more precise than prose such as “change the button in the top-right” or “adjust the left side of the image.”

I searched for existing issues and did not find an exact duplicate. The closest related issue I found was #23237, but this request is narrower: reuse the browser annotation interaction model for image previews.
