Show clear release notes after each Codex update

Please show a clear, user-facing update summary whenever Codex is updated.

Codex is evolving quickly, and its capabilities can change meaningfully between versions. Today, users may not immediately understand what changed, what they can now do, or whether any behavior or permission model has changed.

Suggested experience

After an update, show a short "What's new" entry in one or more places:

• A lightweight post-update prompt or startup panel
• A persistent "Release notes" or "What's new" area in settings
• A link from the update notification to the full changelog

Suggested structure

Each update note could include:

1. One-line summary: the main theme of the update.
2. Key changes: new features, UX changes, bug fixes, permission or behavior changes.
3. Why it matters: plain-language examples of how the update helps users, such as continuing long-running tasks, previewing documents more easily, using new integrations, or understanding what Codex did.

Why this matters

For a fast-moving agent product like Codex, a version number alone is not enough. Clear update notes help users discover new capabilities faster, reduce trial-and-error, and build trust when Codex gains new permissions or changes workflow behavior.
