cron automation not triggering

Bug report: Cron automations not triggering in Codex Windows app 26.609.9530.0

Environment:

• OS: Windows
• Codex app version: 26.609.9530.0
• App install/update time: 2026-06-16 10:26:39 local time
• Timezone: Asia/Hong_Kong (UTC+8)

Issue:
Heartbeat automations trigger correctly, but cron automations do not trigger at all.

Tests performed:

• heartbeat automation: triggered successfully
• cron + worktree automation: did not trigger
• cron + local automation: did not trigger
• cron + local automation scheduled ~15 minutes ahead: did not trigger

Observed behavior:

• No new thread was created for any cron test
• No scheduler trigger appeared in local logs around the scheduled times

Expected behavior:

• Cron automations should trigger at the configured scheduled time and create/run the configured task.

Regression evidence:
Cron automations previously worked on 2026-06-09 and 2026-06-11 before the 2026-06-16 app update.
