This looks like a narrower duplicate of #26890 rather than a separate code path.

I checked the public checkout for the reported menu labels (New Window, New Chat, Quick Chat, Open Folder..., Log Out) and they do not appear in the open Rust/TUI/app-server sources. The public repo has CLI/TUI locale-related code, but not the Desktop native menu definitions or the packaged locale bundles that would own these Windows/macOS application menu strings.

#26890 already has the broader repro for the same class of bug: top-level menu titles can localize, but dropdown menu items remain English. That thread also has the more useful implementation clue: the Desktop/Electron main-process menu appears to be using hardcoded English label values for native menu items instead of locale keys.

The fix should probably live in the Desktop app menu builder, not in the Rust app-server/TUI code:

Replace hardcoded native menu labels with i18n lookups.
Add keys for at least the File menu entries listed here: New Window, New Chat, Quick Chat, Open Folder..., Close, Settings..., Log Out, Exit.
Ensure the main process uses the same effective locale as the renderer / desktop.localeOverride.
Add a regression test or packaged-app smoke check that builds the native menu under zh-CN and asserts the dropdown item labels are localized, not just the top-level menu headings.

Given that overlap, I would close this as duplicate of #26890 and keep the concrete File-menu list from this issue as acceptance coverage for the broader fix.

深度排查结果

我在 Codex 26.616（Windows）上对中文菜单本地化做了完整逆向排查，结论如下：

问题分两层

第一层：Chromium 内置翻译（.pak 文件）不完整

位于 app/locales/zh-CN.pak 的 Chromium locale pack 中：

✅ 已有中文：撤销、复制、粘贴、全选、最小化、缩放、退出、关于、打开、保存、设置、文件、帮助、窗口、标签
❌ 缺失中文：重做 (Redo)、剪切 (Cut)、编辑 (Edit)、视图 (View)、检查更新 (Check for Updates)

这意味着即使 Electron 使用 role 属性构建标准菜单项，上面那些缺失的项也会回退到英文。

第二层：应用自定义翻译（native-menu-locales/zh-CN.json）缺失

app.asar 内的 native-menu-locales/zh-CN.json 仅包含 38 条翻译（侧边栏、关于对话框等），完全没有以下菜单项的翻译 key：

New Thread / Open Project / Settings
About Codex / Check for Updates
以及其他 File/Edit/View/Help 下拉菜单中的应用自定义项

相比之下，同目录下 ja-JP.json、ko-KR.json 等其他语言文件也是完全相同的 38 条键——说明这不是中文特有问题，而是所有非英语语言的菜单下拉项翻译都没有做。
