I think that it would be a very good idea and helpful if codex finishes what it's doing instead of stopping midway or leaving stuff broken when you run out of rate, I think it's also fair since a small amount of use can use so much or it and when it replenishes it only does till 99% instead of 100% and just starting a prompt takes 3%
