limits are reduced without requests

What issue are you seeing?

I didn't make a single request today, last request was 20h ago (before the reset) but somehow my 5h window reduced by 6% or 5% because it's always starts with 99% and 1% of weekly limits gone too.

What steps can reproduce the bug?

What is the expected behavior?

Do not reduce the limits if I am not making requests.
