Regression: Up arrow pops last queued prompt instead of browsing prompt history

What issue are you seeing?

Previously, pressing the up arrow browsed through past prompts.

After a recent regression, pressing up now pops the last prompt from the queue for editing instead. This is unexpected and makes prompt history navigation harder.

Expected behavior:
Up arrow should browse previous prompt history.

Actual behavior:
Up arrow pops the last queued prompt into the editor.

What steps can reproduce the bug?

Press arrow up while having a queue.
