Presentations plugin runtime missing on Windows

The Presentations plugin is enabled, but importing @oai/artifact-tool returns:
Module not found: @oai/artifact-tool

“Install Codex Workspace” is also missing from the command menu. Updating, restarting, and re-enabling the plugin did not resolve it.

Expected: The bundled Presentations plugin can create/edit PPTX files.
Actual: The plugin entry is available, but its required primary runtime is not installed or exposed.

Please check Windows runtime packaging or account/session rollout eligibility.

The function was available in the former version.
