macOS app UI remains English when language is set to 中文（中国）

Bug description：

On macOS, the Codex app UI remains English even though the app language is set to 中文（中国）.

What steps can reproduce the bug?

Steps to reproduce

1. Open Codex on macOS.
2. Go to Settings > General > Language.
3. Set Language to 中文（中国）.
4. Quit Codex completely with Command + Q.
5. Reopen Codex.
6. The UI is still displayed in English.

What is the expected behavior?

Expected behavior

The Codex app UI should be displayed in Simplified Chinese.

Actual behavior

The UI remains English. For example, it still shows:

• General
• Appearance
• Configuration
• Personalization
• Work mode
• Permissions
• Language
