Trusted Access for Cyber verification flow does not start

What issue are you seeing?

I’m unable to start the Trusted Access for Cyber verification flow.

When I open https://chatgpt.com/cyber, the page shows:

“Your identity couldn't be verified or your account is ineligible at this time.”

When I click “Start verification”, I get the following error:

“We couldn't start verification. You may not be eligible for this verification flow right now. Please try again later, or contact support if you think this is a mistake.”

I’m not trying to bypass verification. I’m trying to complete the required Trusted Access verification, but the flow does not start for my account.

What steps can reproduce the bug?

1. Open https://chatgpt.com/cyber while logged into my ChatGPT account.
2. Click “Start verification”.
3. The verification flow does not open.
4. Instead, the page shows:

“We couldn't start verification. You may not be eligible for this verification flow right now. Please try again later, or contact support if you think this is a mistake.”

What is the expected behavior?

Clicking “Start verification” should start the Trusted Access for Cyber verification flow so I can complete the required identity verification.

If my account is not eligible, the page should provide a clearer account-status explanation or direct me to the correct resolution path.

If this is a stale entitlement state, account eligibility issue, or false-positive restriction, the verification flow should be reset or enabled for my account.

I have attached a screenshot showing the error.

My intended use is legitimate and authorized security/development work. I’m requesting review because the verification flow itself does not start, so I cannot complete the required process.
