Phone verification refuses to send a code to my number

What issue are you seeing?

When trying to use Codex in JetBrains Rider, it says "Authentication Required" with a "ChatGPT" button. The button opens a browser page for me to log in to ChatGPT. Then, I get a message "Phone number required" with the options "Text Message" and "WhatsApp". According to this OpenAI page, my phone number is not elligible for WhatsApp verification, so I choose "Text Message". However, I get the following error:

When talking to the AI assistent at https://help.openai.com , it advised me to wait until the next day and try again. However, the issue persisted across multiple days.

What steps can reproduce the bug?

1. Open https://auth.openai.com/add-phone
2. Select "Text Message"
3. Select the correct country code
4. Input my phone number (with or without a leading "0" after the country code)
5. Get the error "We couldn't send a text message to this phone number, so we switched to WhatsApp. Continue to send a verification code on WhatsApp."
6. WhatsApp verification is not supported for my country, as listed in https://help.openai.com/en/articles/8983038-which-countries-do-you-support-for-whatsapp-phone-verification
7. Issue persists on a daily basis.

What is the expected behavior?

I expect to input my phone number and get sent a verification code.

Additional information

Opening a new issue since most issues I saw are related to "I have no access to this phone number". I do have access to the phone number I provide and I often receive verification codes from other services there. However, the OpenAI authentication page just refuses to send a code, producing an error. I have also double-checked that the phone number I input is correct.
