Codex App Browser plugin refuses all URL navigation with “network policy blocks it” after clean reset on Windows

What issue are you seeing?

The Codex App Browser plugin refuses to navigate to any URL and always returns a “network policy blocks it” message, even after a clean reset and plugin regeneration.

Environment:

  • Codex App version: 26.616.6631.0
  • Subscription: ChatGPT Plus
  • Platform: Windows 11 x64
  • Install source: Microsoft Store / winget msstore
  • App is up to date according to winget.

Issue:
When I ask Codex to use the in-app browser, it refuses to open URLs with a policy error. For example:

Prompt:
@Browser abre https://sebastianmarting.com/

Response:
No pude navegar directamente por https://sebastianmarting.com/ desde el navegador integrado porque la política de red lo bloquea.

The same happens with other browsing attempts. The issue is not specific to this domain.

What I already tried:

  1. Confirmed the domain is correct and works outside Codex.
  2. Uninstalled/reinstalled/updated Codex via Microsoft Store / winget.
  3. Renamed/cleaned the local Codex folders:
  • C:\Users\Usuario.codex
  • C:\Users\Usuario\AppData\Local\OpenAI\Codex
  1. Restarted Windows.
  2. Signed back into Codex.
  3. Confirmed that Codex regenerated the plugin cache.
  4. Confirmed that Browser and Chrome bundles exist again under:
  • C:\Users\Usuario.codex\plugins\cache\openai-bundled\browser\26.616.51431\
  • C:\Users\Usuario.codex\plugins\cache\openai-bundled\chrome\26.616.51431\
  1. Checked for standard local managed configuration files:
  • C:\Users\Usuario.codex\computer-use\config.toml
  • C:\Users\Usuario.codex\managed_config.toml
  • C:\ProgramData\OpenAI\Codex\requirements.toml

These files were not present before the reset.

Expected behavior:
Codex should use the in-app browser plugin to open and inspect the requested URL, or show the actual blocking source if a managed/network policy is being applied.

Actual behavior:
Codex refuses to navigate with “network policy blocks it” even though the Browser plugin is installed and regenerated after a clean reset.

Additional context:
Other computers where I use Codex do not show this behavior. Other colleagues in the same work environment/network can use Codex Browser/Computer Use, so this may be specific to this Windows user profile, device, managed policy detection, or a false-positive network-policy block in the Codex App.

What steps can reproduce the bug?

Steps to reproduce:

  1. Open Codex App on Windows.
  2. Start a new chat/session.
  3. Ask Codex to use the in-app Browser plugin with any public URL, for example:
@Browser open https://example.com

or:

@Browser abre https://sebastianmarting.com
  1. Codex refuses to navigate and returns a network-policy error instead of opening the page in the in-app browser.

Observed result:

No pude navegar directamente por https://sebastianmarting.com desde el navegador integrado porque la política de red lo bloquea.

I also see the same behavior when asking it to browse other URLs, so this does not appear to be domain-specific.

Expected result:

Codex should open the requested public URL in the in-app browser, or provide a more specific explanation of which policy is being applied and where it comes from.

Additional troubleshooting already performed:

  • Codex App is up to date: 26.616.6631.0.
  • Install source: Microsoft Store / winget msstore.
  • Local Codex folders were reset/renamed:
  • C:\Users\Usuario\.codex
  • C:\Users\Usuario\AppData\Local\OpenAI\Codex
  • Windows was restarted.
  • Codex was opened again and signed into.
  • The plugin cache regenerated successfully.
  • Browser and Chrome plugin bundles are present again under:
  • C:\Users\Usuario\.codex\plugins\cache\openai-bundled\browser\26.616.51431\
  • C:\Users\Usuario\.codex\plugins\cache\openai-bundled\chrome\26.616.51431\
  • The standard local managed configuration files were checked and were not present before reset:
  • C:\Users\Usuario\.codex\computer-use\config.toml
  • C:\Users\Usuario\.codex\managed_config.toml
  • C:\ProgramData\OpenAI\Codex\requirements.toml

SESSION_ID_HERE

Token/context usage:
Not applicable. This happens in a fresh/new chat with a simple one-line prompt and does not depend on token limit or context window usage.
