Codex (gpt-5.5, Plus plan) — App is draining usage limits without any activity on the app

What issue are you seeing?

The usage remaining is automatically draining up all, without any usage, I just subscribe the plan and opened the codex and the usage limits started getting dropped from 100 to 99 then after some time 96 and after only two simple questions to model 5.5 with medium reasoning and standard speed it dropped to 76. Is this a joke?

What steps can reproduce the bug?

Simple log in the codex and you will see limits draining up over the time without any usage.

What is the expected behavior?

I was using the codex before and it was not like this, I did a lot of coding and never hit the limit issue but this time after 3 to 4 prompts the limit is getting hit, what is happening?
