Misreporting of limits, rapid limit reduction

What issue are you seeing?

Rapid reduction in limit without explanation. Conflicting information on limit. (Hit my limit repeatedly yesterday, only to be told I had to wait until the 29th to use Codex again. When I asked Codex to explain what happened with my limit, my five hour limit dropped from 99% to 81%.
