Codex CLI quota / entitlement issue: dashboard shows remaining quota but CLI and app says usage limit reached

What issue are you seeing?

Hi OpenAI Support team,

I’m experiencing a Codex CLI issue that looks like a server-side quota, entitlement, or model-routing problem.

My Codex Usage dashboard shows that I still have plenty of quota remaining:

5-hour usage limit: 80% remaining
Weekly usage limit: 87% remaining
GPT-5.3-Codex-Spark 5-hour limit: 100% remaining
GPT-5.3-Codex-Spark weekly limit: 100% remaining

However, Codex CLI still fails even for a very simple request like hi.

My CLI status and codex webpage shows:

Codex CLI version: v0.142.2
Account: stevechao0324@gmail.com (Pro Lite)
Model: gpt-5.5
5h limit: 80% left
Weekly limit: 87% left
GPT-5.3-Codex-Spark limit: 100% left

But all i get is: You've hit your usage limit. To continue using Codex and get access to GPT-5.3-Codex, start a free trial of Plus today (https://chatgpt.com/explore/plus), or try again at Jul 25th, 2026 5:55 PM.

This seems inconsistent because both the CLI /status output and the Codex Usage dashboard show that I still have remaining quota.

I have already tried the following troubleshooting steps, but none of them resolved the issue:

Logged out and logged back in multiple times.
Reset the ~/.codex configuration.
Uninstalled and reinstalled Codex CLI.
Tried switching models

The issue does not appear to be a real quota exhaustion problem. It looks like Codex CLI is either checking the wrong quota bucket, mapping my account to the wrong Codex entitlement, or incorrectly routing GPT-5.5 requests through a GPT-5.3-Codex quota/permission check.

Could you please check my account’s Codex entitlement and server-side quota state?
