Codex App still shows usage limit reached after Pro upgrade, despite 100% quota remaining

What issue are you seeing?

After reaching the Codex Free usage limit, I upgraded my account to the Pro plan. However, the Codex App still shows that I have reached my usage limit and blocks access.

The exact error message is:

You have reached your usage limit. Upgrade your plan or add credits to continue, or try again after July 3, 2026 at 2:45 PM.

However, my account-side Codex usage status shows that access should be available:

5-hour window: 0% used, 100% remaining
Weekly window: 0% used, 100% remaining
Reset credits: 1 available

This looks like the Codex App may still be using the old Free-tier limit state, even though my account has already been upgraded to Pro and the usage page shows available quota.

I have already tried signing out and signing back in, fully quitting and reopening the Codex App, and starting a brand-new Codex chat, but the issue still persists.

Model selected: GPT-5.5 Extra High

What steps can reproduce the bug?

Use Codex on the Free plan until the Free usage limit is reached.
Upgrade the same OpenAI account to the Pro plan.
Open the Codex App on macOS.
Sign out of the Codex App.
Fully quit and reopen the Codex App.
Sign back into the same account.
Start a brand-new Codex chat.
Check Codex Settings > Usage.
Observe that the account shows 100% remaining for both the 5-hour and weekly limits.
Try to use Codex again.
