What issue are you seeing?

Commenting @codex on PR's sometimes triggers a cloud task in write mode instead of read-only review mode that comments on the PR. this is breaking automated trigger/review workflows.

What steps can reproduce the bug?

What is the expected behavior?

code review should land as a review or comments on the PR. not trigger codex cloud tasks that open new PR's.
