Codex Desktop sidebar buttons + scroll + window buttons overlapping

What issue are you seeing?

Sidebar button and scroll bar overlaps on Codex Desktop after the update.

Problems:

1. I can't properly click the scroll bar because the sidebar show/hide button is on top of it.
2. The top right buttons opens two tooltips. The top one is hard to read because it keeps on top of the window buttons

What steps can reproduce the bug?

1. Open Codex Desktop on Windows.
2. Open a long chat
3. Scroll to the top of the conversation
4. Try to hover over or use the scroll
5. Hover over the top right buttons for problem #2
