What steps can reproduce the bug?
Simply hit your 5h limit after a programming session. Once this timeframe is up (nearly at the second on the dot), send a prompt to one window instance previously in progress and then do the same to another codex window, for instance, "Continue" and you might get hit with 4 days waiting period instead of 5h. 🤷

What is the expected behavior?
Being able to use the full time alloted to my Plus account, which is usually 5h window minus the usage:

Instead, I get hit with my limit after 3-4 messages spread between multiple codex sessions and now it says I cannot use my account for more than 4 days:

Additional information
I signed up on August 29th. I'm new to codex coming from CC but familiar with the command line style. Although my first sessions on August 29th were fine, I haven't used it until this morning. I did a nice coding session in the morning, got hit with limit. I was eagerly awaiting the 5h window lift off, and now, I'm unable to use my account until next weekend. I feel this is a major bug.

I had also sent a support message to OpenAI, but still no news. I hear it can takes days/weeks.
As a workaround, I've upgraded to the Pro subscription in the meantime. The Pro subscription allowed me to continue working, but this might happen to other Plus users.
I got it as a Teams user. I had to expense API key costs.
We allow to dip into more usage than allocated for the 5 hour window, this enables you to continue using codex for a larger burst of work but at the cost of using more of the total usage that we allow in a week. What you are seeing here is that you have hit the maximum limit on the plus plan for the week and therefore have to wait. This would be okay if there was any kind of warning or notification this was happening. Better still if I could choose whether it happened at all. I'm a Pro user that's never hit the limit before--I had no clue I was near it and then suddenly I'm shut down for the week. Had I known I was approaching limits I would have farmed out simpler queries to other agents.
I think your token and quota ratio is a bit messy and scary.

yeh in this age of democratised ai skills this just screams of greed - give you loads of initial GPT cli then once you addicted do a mafia like price bump
