What issue are you seeing?

I previously had a Pro 20x account without auto-renewal, and after my subscription expired today, I recharged a new one. However, both the Codex CLI and the Codex app conversations show that the quota has been exhausted and ask me to wait for the quota to refresh (though my usage remaining shows 100% quota, and I just subscribed).

Additionally, there is a bug: in the CLI, the quota refresh time is displayed as Jul 28th, 2026 4:57 PM, while in the app it shows Jul 5, 2026, 6:26 PM, and the refresh time in the app changes as the current time changes.

What steps can reproduce the bug?

Use Codex on the Free plan until the Free usage limit is reached.
Upgrade the same OpenAI account to the Pro plan.
Open the Codex App on macOS.
Sign out of the Codex App.
Fully quit and reopen the Codex App.
Sign back into the same account.
Start a brand-new Codex chat.
Check Codex Settings > Usage.
Observe that the account shows 100% remaining for both the 5-hour and weekly limits.
