What issue are you seeing?

Since June, each time free usage-limit resets or reset credits have been distributed, Codex quota consumption appears to increase at an unusually fast rate.

This does not seem to be caused by my own usage increasing, or by any specific resource-intensive task. In my environment, the same workload appears to deplete my quota much faster after these resets or reset credits are distributed.

My concern is that these distributions may be increasing overall Codex usage and server load, which could be affecting quota consumption, rate limits, or service availability for regular users. I understand this is only an external observation, but the timing appears consistent enough that it may be worth investigating.

If free resets or reset credits are going to be distributed, I believe they should be rolled out only with sufficient capacity and quota controls in place. Otherwise, regular users may experience reduced service quality or faster quota depletion despite not changing their usage patterns.

Could you please investigate whether the free resets and reset credits distributed since June are affecting quota consumption, rate limits, or service availability for regular users?

What steps can reproduce the bug?

This is not tied to a specific code snippet or task. The issue appears after free usage-limit resets or reset credits are distributed. After such distributions, the same normal Codex workload seems to consume quota much faster than before.

What is the expected behavior?

Quota consumption should remain consistent for the same workload, regardless of whether free resets or reset credits have recently been distributed.
