Windows app: opening a modified local file interrupts the active turn

### Summary

In the Codex Windows app, clicking a local file link while the assistant is actively working unexpectedly interrupts/cancels the active turn.

### Reproduction

1. Start a turn that edits or prepares a local file.
2. While the turn is still active, click the displayed link for the changed/local file.
3. The active assistant turn stops before its pending action completes.

Observed twice in the same thread.

### Expected

The file should open without interrupting the active turn.
