Codex app shows stale expired rate-limit banner while VS Code extension shows remaining 5-hour usage

What issue are you seeing?
The Codex desktop app appears to show a stale/expired rate-limit banner, while the VS Code extension shows that 5-hour usage is still available.
Observed behavior:
- The VS Code extension showed around 25% remaining for the 5-hour usage limit.
- The Codex desktop app still showed a rate-limit message saying to try again at 3:22 PM.
- When I checked this, it was already after 8:20 PM.
- This means the Codex app was still showing a rate-limit message that had expired several hours earlier.
I do not have a screenshot from this occurrence, but the key issue is that the desktop app appeared stuck on an old quota/banner state, while the VS Code extension showed a newer remaining-usage state for the same account.
What steps can reproduce the bug?
From my way, I use different device to work. And I forget take a screenshot.
What is the expected behavior?
The Codex desktop app and VS Code extension should show the same authoritative usage-limit state for the same signed-in account.
At minimum:
- An expired “try again at” rate-limit banner should clear or refresh automatically.
- The desktop app should not keep showing a stale reset time after that time has already passed.
- If the app cannot refresh quota state, it should show that the usage state is stale or failed to update.
