Usage hit 0% with zero messages sent, quota draining with no activity at all

Follow up to the usage draining bug. It got worse and this is the clearest proof its an accounting problem, not real usage.

Right now my usage shows:

• Usage remaining: 0%
• 5h window: 0% (resets 9:59 PM)
• Weekly: 62% (resets Jul 8)

The thing is I have not sent a single message recently. Nothing. And the 5h window is fully drained to 0%. There is literally no activity that could explain this, so the quota is being consumed by something other than my actual requests.

Context: I'm on the paid plan (100x5). This has been going on ~2 weeks. Earlier a US IP helped for a while but that stopped working too. Looks connected to the rate limiter incident on the status page (id 01KW2E6W0503W4NXJNCVAG8V6T).
