Unable to create the first thread in a project with "Full access"

What issue are you seeing?

When I try to start the first thread from a fresh project (no threads inside), if approval policy is set to "Full access", it will create a projectless thread instead of a thread inside the assigned project.

What steps can reproduce the bug?

The bug can be reproduced stably on my Mac.

1. Approval policy set to "Full access".
2. Start a thread from a new folder (which will create a new project in the sidebar).
3. Found the thread in "Chats" instead of the assigned project. The agent will also find no project assigned and reports projectless in conversation.

What is the expected behavior?

If the approval policy set to other policies (such as "Approve for me"), the bug will NOT produced.
