Localize Windows desktop app menu bar to Simplified Chinese

Please add Simplified Chinese localization for the Codex Windows desktop app menu bar.

The top menu currently appears in English, including File, Edit, View, Help, and their submenu items. For Chinese users, it would be helpful if the app could either follow the Windows display language/app language preferences or provide an explicit language option in Settings.

Expected behavior

When the user's preferred language is Simplified Chinese, the desktop app menu bar and related menu items should appear in Chinese, for example:

• File -> 文件
• Edit -> 编辑
• View -> 视图
• Help -> 帮助

This would improve consistency and usability for Chinese-speaking users.
