What steps can reproduce the bug?

Hi,

I’m using Windows with VSCode + CLI.
I started using the ChatGPT Plus plan on Sept 1.

• On Sept 2 (afternoon), I hit the Codex (GPT-5) 5-hour limit once.
• On Sept 3 (morning), I hit the Codex (GPT-5) 5-day + n hours limit.
• Today (Sept 4, 9:00 AM) I noticed that Codex became available again.

Is this some kind of bug?
Since I can’t see my actual usage, I don’t know what to rely on when planning.
