[Windows] Codex doesn't save any memories anymore

What issue are you seeing?
Codex doesnt seem to save anything to memory anymore from new chats although I have memories toggled on in the app. In the config.toml everything memory related is set to true as well. The memory files in .codex dont show anything new as well.
What steps can reproduce the bug?

Open any chat with Codex in a local folder and start building. You see that Codex isn't saving anything to memory. This happens in any new chat.

Token Limit: 99K/258K
What is the expected behavior?
Codex saving progess or important things to memory. The memory pop up showing on the screen. The memory files in .codex being updated.
