Paid x5 plan loses ~20% of 5-hour limit while idle

Another data point for the ongoing usage-accounting / rate-limit problem.

Related reports:

On the paid $100/month x5 Codex plan, my 5-hour limit is still draining even without activity.

Observed behavior:

  • Over a 5-hour period with no meaningful Codex activity, the limit still dropped by about 20%.
  • This is not tied to actual prompt volume or visible work.
  • It matches the broader pattern where limits/credits drain much faster than actual usage should allow.

Expected behavior:

  • If there is no active Codex work, the 5-hour usage window should not keep burning significant quota.
  • A paid x5 plan should not lose around 20% of the window while idle.

Environment:

  • Codex CLI version: codex-cli 0.142.5
  • App: Codex Desktop
  • OS: macOS 15.7.4 (24G517)
  • Current region / connection: Poland, P4 Sp. z o.o. (AS9141)
  • Date observed: July 9, 2026 CEST
  • Plan: paid $100/month x5

Please investigate idle/background quota drain specifically. This looks like another symptom of the same billing-impacting accounting/rate-limit regression.
