Paid x5 plan loses ~20% of 5-hour limit while idle

Another data point for the ongoing usage-accounting / rate-limit problem.

On the paid $100/month x5 Codex plan, my 5-hour limit is still draining even without activity.
Observed behavior:
- Over a 5-hour period with no meaningful Codex activity, the limit still dropped by about 20%.
- This is not tied to actual prompt volume or visible work.
- It matches the broader pattern where limits/credits drain much faster than actual usage should allow.
Expected behavior:
- If there is no active Codex work, the 5-hour usage window should not keep burning significant quota.
- A paid
x5plan should not lose around 20% of the window while idle.

Please investigate idle/background quota drain specifically. This looks like another symptom of the same billing-impacting accounting/rate-limit regression.
