App visual flickering

Tried:

• Reinstall
• Intel GPU
• NVIDIA GPU
• --disable-gpu
• --disable-direct-composition
• --disable-gpu-compositing
• --use-angle=warp
• MPO disabled with OverlayTestMode=5
• Updated Windows and drivers

Result:
App still flickers; sometimes stops flickering but hangs on Codex logo.
