macOS ISO keyboard: Command+§ cannot register as a global dictation hotkey

Darwin 25.5.0 arm64; macOS 26.5.1 (25F80); physical ISO keyboard with the U.S. input source active.
What issue are you seeing?
Assigning Command+§ to Hold-to-dictate fails. The setting remains Off and Voice settings shows:

Other combinations can register, so global hotkey registration is not completely broken. For example, Hold-to-dictate accepts Alt+Space.
What steps can reproduce the bug?
- Open ChatGPT/Codex Settings → Voice on macOS.
- Edit the Hold-to-dictate hotkey.
- Press
Command+§using the physical§key on an ISO keyboard. - Observe that the shortcut remains off and the registration error appears.
- Assign
Alt+Space; observe that this alternative registers successfully.
What is the expected behavior?
Command+§ should register. If macOS reserves the combination or another global shortcut already owns it, the app should identify that specific conflict instead of only saying that registration failed.
Additional information
The physical ISO layout may be relevant because the § key is layout-sensitive. This does not reproduce as a general inability to register hotkeys.
