Desktop app does not register any plugin tools after updating to ChatGPT powered by Codex & OWL

What version of the Codex App are you using (From “About Codex” dialog)?

What issue are you seeing?

After updating the macOS desktop app to version 26.707.31428 (“Powered by Codex & OWL”), installed plugins appear normally and can be attached to prompts, but their callable tools are unavailable in every new conversation.

Plugins continue to work in ChatGPT Web with the same account.

What steps can reproduce the bug?

  1. Open ChatGPT/Codex Desktop on macOS.
  2. Confirm that Gmail and Computer Use are installed.
  3. Start a new conversation.
  4. Explicitly attach Gmail.
  5. Enter: Show the subjects of my three newest emails.
  6. The app responds: I can’t access Gmail data in this session because the Gmail connector tools aren’t available. Please reconnect Gmail, then ask again.
  7. Attaching Computer Use similarly does not expose any callable Computer Use tools.

What is the expected behavior?

Troubleshooting attempted

  • Created new conversations
  • Quit and reopened the application
  • Reconnected plugin accounts
  • Signed out and back in
  • Reset the plugin cache
  • Explicitly attached plugins through the composer

The problem began immediately after updating to version 26.707.31428.
