Usage limits show inconsistent percentages across sessions (99% vs 89%)

What issue are you seeing?

The usage status is inconsistent across two Codex windows/sessions for the same account at approximately the same time.

In the attached comparison screenshot:

  • One session reports the 7-day limit as 99% left (reset Jul 17).
  • Another reports the 7-day limit as 89% left (reset Jul 17).
  • The 5-hour limit also differs substantially: 98% left in one session versus 55% left in the other. The displayed reset times differ by only about eight minutes (4:52 PM vs 4:44 PM).

Because these appear to be account-level usage limits, different sessions/windows should not show conflicting remaining percentages.

Steps to reproduce

  1. Sign in to the same account in the Codex desktop app.
  2. Open two different projects or sessions in separate Codex windows.
  3. Open the usage/status panel in both windows at approximately the same time.
  4. Compare the 5-hour and 7-day usage percentages.

Expected behavior

All open windows for the same account should show the same current account-level usage, aside from a small and short-lived refresh delay.

Actual behavior

Different windows show materially different remaining usage values, including 99% versus 89% for the same 7-day limit/reset date.
