[Windows] Global dictation overlay cannot be repositioned and covers screen content

What issue are you seeing?
The floating global-dictation control/indicator has a fixed screen position and cannot be dragged or repositioned.
The dictation feature is useful, but the overlay sits in an area where applications commonly display text. It therefore covers content on screen while dictation is available/active. Moving it to a less obstructive corner was attempted, but the control does not support dragging and there is no documented position setting.
This is an accessibility and usability problem for users who rely on dictation while reading or editing text in other applications.
Steps to reproduce
- Enable/use Codex global dictation on Windows.
- Invoke the configured dictation shortcut so the floating dictation UI is shown.
- Try to drag the floating control/indicator to another part of the screen.
- Check Codex settings for a control-position option.
Actual behavior
The overlay remains in its fixed position and can cover text. It cannot be repositioned.
Expected behavior
Provide at least one of the following:
- Allow the dictation overlay to be dragged and remember its position per display.
- Offer configurable screen positions/corners.
- Add an auto-hide or compact mode that does not cover content.
- Respect display safe areas and multi-monitor placement.
Additional context
Observed after the July 9, 2026 Codex desktop app rebrand/update. This is about the position of the floating dictation UI, not the ability to reassign the dictation keyboard shortcut.
