`Scheduled` task cannot spawn new Codex thread

in new Codex app, Scheduled task cannot spawn new Codex thread anymore (maybe it never did??), it reports error that the context doesn't have create_thread api loaded in scheduled task env

What steps can reproduce the bug?

create a scheduled task, ask it to spawn new Codex thread to finish something, like calculate 1+1
