Pop-out chat window does not display a vertical scrollbar

What issue are you seeing?

When using the pop-out chat window in the unified ChatGPT/Codex desktop application, the conversation does not display a vertical scrollbar.

The conversation can still be scrolled using a trackpad or mouse wheel, but there is no visible scrollbar indicating the current position within the conversation.

This makes navigation more difficult, especially in long conversations.

What steps can reproduce the bug?

1. Open a conversation in the ChatGPT/Codex desktop application.
2. Pop the conversation out into a separate window.
3. Open a long conversation that requires scrolling.
4. Observe that no vertical scrollbar is displayed.

What is the expected behavior?

The pop-out chat window should display a standard vertical scrollbar whenever the conversation exceeds the visible window height.
