Existent annotations are lost after sending (queueing) -> editing -> adding a new note

What issue are you seeing?
Previously queued annotations are lost if one decides to edit them to add another one.
What steps can reproduce the bug?
- Create an (or a set of) annotation(s) and send them in an active thread where codex is working on something.
- Send them (queue them).
- Decide to add another one: edit the queued message, the annotations appear back in the message screen.
- When the user clicks on the annotation tool, the existent annotations in the message are lost.
What is the expected behavior?
The annotations should continue to live in the message, and the new annotation should just be added with them.
Annotations can be deleted individually, no need to clear them all. This is not what the user's intention is.
