What issue are you seeing?

Codex CLI does not consistently enforce mandatory instructions from the loaded Pro4Chem programming skills. I requested multiple times that Codex correct these skills and treat their rules as mandatory, but the same violations continued across several GPT model configurations. Codex generated programs without making required paths, names, artifacts, bindings, and operational data database-owned; used environment or JSON fallback authority even after acknowledging that JSON must be evidence only; created Python programs despite explicit Rust-only instructions; and initially omitted a required companion programming skill. Codex can accurately restate the requirements but does not reliably enforce them when generating or correcting code.
